12. Power to Frame Rules:

(1) The Central Committee may frame necessary Rules to implement the objectives of this Act.
(2) The Rules framed pursuant to Sub-section (1) shall come into force after it is approved from the Ministry of Law and Justice and Published in Nepal
Gazette.
